The modules use a collaborative decision-making process among educators, parents, and students who are English learners, to decide appropriate accessibility features and accommodations for individual students, and guides K-12 teachers to facilitate and document high quality decision making about accessible instruction and assessment for English learners.

    Standardized tests have many uses in education. For example, they are used to document student achievement, measure progress, and determine readiness for postsecondary education or employment. However, deaf students often do not have equitable access to standardized tests. This Brief is jointly written by the National Center on Educational Outcomes (NCEO) and the National Deaf Center on Postsecondary Education (NDC). It provides three key steps to support deaf students in standardized testing.

  • Unlocking Potential: Harnessing AI for Inclusive Learning

    This report contains the proceedings of a forum held on June 26, 2024 in Seattle, Washington to discuss issues surrounding artificial intelligence (AI) and accessibility in education. A specific goal of the forum was to bring together representatives from state education agencies (SEAs), assessment vendors, AI experts, and others to discuss the implications of AI for accessibility in instruction and assessment. Participants explored current challenges, potential benefits, and key considerations for implementing AI in ways that enhance rather than hinder accessibility for all students.

  • Forum on Education for Each and Every Student: Perspectives on Universal Design in 2021

    This report contains the proceedings of a virtual forum held on July 14, 2021 to discuss perspectives on universal design. The forum brought together state education agency (SEA) staff, universal design and equity experts, and other educational stakeholders to explore the role of universal design in creating equitable classrooms and assessments. It was jointly held by the Council of Chief State School Officers’ (CCSSO) Assessment, Standards, and Education for Students with Disabilities (ASES) Collaborative and the National Center on Educational Outcomes (NCEO).

    The purpose of this report is to identify an evidence base on best practices in English language arts instruction for English learners (ELs) with significant cognitive disabilities whose family may use another language in the home. This report also provides recommendations for important first steps to ensure that ELs with significant cognitive disabilities have access to grade-level curriculum and instruction.

  • NCEO Synthesis Reports: Testing Accommodations for Students with Disabilities: A Review of the Literature (#4)

    This report is a review of literature (1993) pertaining to testing accommodations for people with disabilities. It draws on a wide range of information, from empirical studies conducted by the Educational Testing Service (ETS) and by the American College Testing (ACT) Program, to policies for state assessment programs. Addressed in this report are policy and legal considerations, technical concerns, minimum competency and certification/licensure testing efforts, existing standards and accommodations allowed in state assessment systems.

  • What Have We Learned About Student Characteristics, Accommodations, and AA-MAS?

    The National Center on Educational Outcomes (NCEO) and a consortium of five states joined together to form the Multi-state GSEG Toward a Defensible Alternate Assessment Based on Modified Achievement Standards (AA-MAS). This paper reports the results of one study conducted by this GSEG project. The purpose of this study was to learn more about the extent to which low performing students used accommodations.
