Published: 11/8/2023 - NCEO Reports: The Relationship between Student Placement and AA-AAAS Participation Rates (#439)
This report presents the findings of a study that looked at the relationship between states’ percentage of students participating in the alternate assessment based on alternate academic achievement standards (AA-AAAS) and the percentage of students in more restrictive learning environments. The 2015 reauthorization of the Elementary and Secondary Education Act (ESEA), known as the Every Student Succeeds Act (ESSA), placed a 1% cap for states on student participation in the AA-AAAS. This meant that states, districts, and individualized education program (IEP) teams need to carefully consider which students should be included in these assessments. Data used in this analysis were for 2018-19. This study found that states with higher percentages of students in more restrictive environments tended to have higher percentages of students participating in the AA-AAAS for both mathematics and reading.

Up to 1.0% of the total tested state student population in a subject area may participate in the alternate assessment based on alternate academic achievement standards (AA-AAAS). This Brief presents the results of analyses of states’ AA-AAAS participation rates from 2015-16 through 2018-19. Information is presented on: (a) the number of states meeting the 1.0% participation requirement in each year from 2015-16 through 2018-19 for mathematics (i.e., math) and reading/language arts (i.e., reading), and (b) states with decreasing and states with increasing patterns of participation rates across the four years in math and reading.

This Brief provides an overview of how students’ insights on the usefulness and feasibility of various accessibility features and accommodations should be taken into account when identifying accessibility features and accommodations for instruction and assessment. Students are often the best source of information about their strengths and needs, and what helps. This Brief uses synthesized and summarized research NCEO conducted on the perceptions of students with disabilities regarding accommodations between 1999 and 2021, and provides suggestions for soliciting students’ perceptions on accommodations and involving them in advocating for their needs.

This report provides an update on the state of the research on testing accommodations. Previous reports by the National Center on Educational Outcomes (NCEO) have covered research published since 1999. In this report, we summarize the research published in 2020. During 2020, 11 research studies addressed testing accommodations in the U.S. K–12 education system. The research also highlights important emerging issues including the role of technology in facilitating accessibility for students with disabilities through built-in accommodations and in considering needed practices for applying technologies.
Published: September 2022 - TIES Center Reports: Separate School Placement Trends by Category and Age for Students with Extensive Support Needs (#105)
The purpose of this report is to examine the trends across the country over the past decade related to the placement of students with extensive support needs (ESN) in separate schools. For this report, state-level data from federally reported sources for students with ESN were analyzed, specifically, students identified with the disabilities of autism, intellectual disability, multiple disabilities, and deaf-blindness, to determine changes over time in the number of students served in separate settings as well as any variances that may have occurred by age and location (state). The current study confirmed that there has not been a significant change in the overall placement for students with ESN since 2012 even though academic expectations have become more rigorous over time.

This report provides a snapshot of how accommodated tests for students with disabilities, accessibility, alternate assessments, and other related issues were addressed in states’ test security policies for 2020-21. Strong test security policies and procedures are needed to help ensure the integrity and validity of state assessments, yet some test security measures may affect accessibility. There is a need for thoughtful consideration of ways in which possible test security measures may affect accessibility, and how to balance test security and accessibility. This report is an update of an analysis NCEO of 2013-14 test security policies.

It also gives talking points for school leaders to use when addressing key stakeholders on the topic.

It also gives talking points for school leaders to use when addressing key stakeholders on the topic.

This video offers preliminary guidance for the development of interim assessment options for students with the most significant cognitive disabilities. There are federal requirements that all statewide and districtwide administrations of an assessment must have an alternate assessment. Given the importance interim assessments have now when there is an increased need for timely data on student learning and progress, the creation of high-quality alternate interim assessment options for students with the most significant cognitive disabilities requires urgent attention.

Distance learning, whether completely remote or in combination with classroom experiences, can pose challenges for teachers, students, and families. Pre-assessment to plan instruction can help guide the instructional planning process and improve the distance learning experience for students with disabilities, as well as for other students. This brief describes pre-assessment to plan instruction and presents 10 tools that can be used for pre-assessment of students with disabilities. Ideas are presented about ways to use each tool during distance learning. Pre-assessment and the 10 tools can also be used during face-to-face learning.
