    This year 2001 report reviews state education documents for the year 1999-2000 to determine the public availability of important student outcome information on students with disabilities. The report describes state assessment systems, the reporting of participation and performance results, and the achievement gaps between students with disabilities and the total population for reading and math at select grades. It concludes with recommendations for public reporting.

    A report that addresses emerging issues affecting students with disabilities in standards-based assessment and accountability systems, as of the year 2001. Challenges and possible strategies for addressing the challenges are provided as identified by researchers, policymakers, and practitioners, based on a model developed by the National Center on Educational Outcomes, "Issues Related to Students with Disabilities in Assessment and Accountability Systems." The strategies presented here are concrete approaches to address challenges policymakers and practitioners are seeing in early implementation of inclusive assessment and accountability systems. All of these strategies have potential to increase the positive consequences and minimize the negative consequences of school reform for students with disabilities.

    This October issue of NCEO’s newsletter focuses on renewal, highlighting NCEO's 35-year history, commitment to innovation, and future partnerships. The article "35 Years of Impact" celebrates NCEO's three and a half decades as a national leader in assessment and outcomes for students with disabilities, noting our influence on policy and legislation. Our "New Web Publications" article details our move to an enhanced web-based format. This change significantly improves accessibility and adds user-friendly features. We also share "Technical Assistance Opportunities" for state education agencies (SEAs) seeking support to meet their assessment and outcomes goals. Finally, we feature three new NCEO reports (450–452) covering alternate assessments, communicating SSIP data, and current research on K–12 test accommodations.

  • NCEO Reports: A Summary of the Research on the Effects of K–12 Test Accommodations: 2023 (#451)

    This report presents a synthesis of the research literature published in 2023 on testing accommodations for U.S. elementary and secondary students with disabilities. Most studies examined implementation practices and stakeholder perceptions of accommodations. Technology-based accommodations like magnification devices and text-to-speech were frequently studied. Key findings highlighted that accommodations were most effective when tailored to individual needs, and that teachers often lacked training despite feeling supported in decision-making.

  • NCEO Reports: How Students Who Take the AA-AAAS Are Included in State Systemic Improvement Plans (SSIP): An Analysis of FFY 2021 SSIPs (#449)

    This report presents the findings of an analysis of states’ FFY 2021 State Systemic Improvement Plans (SSIPs) that examined how students who participate in the alternate assessment based on alternate academic achievement standards (AA-AAAS) were included in State-identified Measurable Results (SiMRs) related to student performance. Students who take the AA-AAAS have the most significant cognitive disabilities. This analysis revealed significant gaps in how students who take the AA-AAAS were included in these improvement efforts.

The National Center on Educational Outcomes (NCEO) has reported on accommodations research since 1999.     Federal and state policymakers, as well as educators, rely on the accommodations research literature to evaluate how accommodations should be used to improve accessibility for students with disabilities. This Brief consolidates information about gaps in this research with the goal of promoting wider interest in and additional research on accommodations. NCEO reviewed the accommodations research literature published between 1999 and 2021. Gaps in the research were identified in those summaries of the literature. The primary audience for this Brief is researchers and other persons or organizations interested in conducting or promoting research that supports a better understanding of accommodations. Graduate students looking to identify potential areas for research may also find this Brief useful.

The purpose of this parent Brief is to (a) identify the IEP team’s role in grading and report cards, (b) provide ideas for how to talk to teachers about grades and their meaning, and (c) suggest what to do if the school or district has not yet identified grading and report card considerations for students with significant cognitive disabilities in inclusive classrooms.

    This IEP team resource is designed to support IEP team members, including teachers, school psychologists, English language development specialists, speech language therapists, occupational therapists, paraprofessionals, parents, administrators, and others who may participate in the IEP team meeting. It provides supports for the decision about whether a student with a disability should participate in a general assessment or an AA-AAAS. States can modify the tool as needed to reflect any differences in their IEPs or to link to their own guidelines for participation in the AA-AAAS.

    This parent brief was developed to help parents determine whether their child with significant cognitive disabilities is provided meaningful access to the general education curriculum. It addresses the myth that students with the most significant cognitive disabilities who take the state’s alternate assessment based on the alternate academic achievement standards (AA-AAAS). It provides characteristics of an alternate curriculum and the general education curriculum as well as some “look fors,” which are quick ways for parents to determine whether their child with significant cognitive disabilities is being provided meaningful access to the general education curriculum.
