This interactive report presents data on the participation and performance of students receiving special education services in statewide assessments used for Elementary and Secondary Education Act (ESEA) accountability. Using federally submitted data from the 2020-2021 school year, this report presents information on participation and performance in reading and mathematics statewide assessments. This report also includes state profiles for students with disabilities’ participation rates and performance. Due to disruptions from the pandemic, rates of participation varied widely throughout the country. Data for this school year may not be comparable with other years.

Up to 1.0% of the total tested state student population in a subject area may participate in the alternate assessment based on alternate academic achievement standards (AA-AAAS). This Brief presents the results of analyses of states’ AA-AAAS participation rates from 2015-16 through 2018-19. Information is presented on: (a) the number of states meeting the 1.0% participation requirement in each year from 2015-16 through 2018-19 for mathematics (i.e., math) and reading/language arts (i.e., reading), and (b) states with decreasing and states with increasing patterns of participation rates across the four years in math and reading.

This report presents the results of the fifth annual survey of state activities in the assessment of educational outcomes for students with disabilities. NCEO sent the survey to directors of special education of all the 50 regular states and the 10 unique states that provide special education under the provisions of the Individuals with Disabilities Education Act. Respondents were asked to respond to items about the current status or activities of their states in these areas: federally-reported data, assessments of outcomes, participation of students with disabilities in state assessments, and state technical assistance needs. In several of these areas, it was possible to examine longitudinal trends by comparing responses from the first survey to current responses.

This issue highlights several new NCEO activities and products. The first is a toolkit for new state special education directors that is designed to be easy to use and help new directors (and their staff) become experts on how to include students with disabilities in assessments. Next is NCEO’s presence on TikTok. There is also recently published proceedings of the forum on assistive technology interoperability with online assessment platforms and other technology and services. Additionally, there is an article about a recent scan of the national landscape of formative assessment definitions and how students with disabilities are included in them, as well as articles about NCEO presentations at the recent National Association of State Directors of Special Education (NASDSE) conference and at the upcoming Conference on Test Security (COTS).

The purpose of this report is to examine the extent to which states reported 2018–19 assessment data for students with disabilities “to the public with the same frequency and in the same detail as it reports on the assessment of nondisabled children,” as required by the Individuals with Disabilities Education Act (IDEA). It also describes how states report assessment participation and performance data to the public online. It summarizes these data for grades 4 and 8, and high school, with additional analyses that focus on average performance gaps across years. The report also summarizes the extent to which states report participation and performance for English learners (ELs) with disabilities and examines public reporting of accommodations.

The purpose of this report is to provide an update on state participation criteria and guidelines for alternate assessments based on alternate academic achievement standards (AA-AAAS). In this report, we analyze criteria for participation, factors identified by states not to use as the basis for decisions, formats of resources provided, and the existence of explicit definitions of students with “significant cognitive disabilities.” Also included are analyses of information covered in state documents about AA-AAAS participation: the type of information provided to parents, the extent to which English learners are addressed, and the inclusion of information about exemptions.

Published: August 2016 - NCEO Brief: Revisiting Expectations for Students with Disabilities (#17)
The purpose of this brief is to summarize some of the past exclusionary practices that resulted from low expectations for students with disabilities, and how those were addressed in policies related to standards-based reform. The brief is based on a comprehensive paper that takes a cross-disciplinary approach to examining expectations for students with disabilities, “Students with Disabilities in Educational Policy, Practice, and Professional Judgment: What Should We Expect?” (NCEO Report 413). We highlight answers to critical questions about expectations for students with disabilities, including those with the most significant cognitive disabilities. Suggestions are provided for policymakers, states, and technical assistance providers on how to work with districts, schools, and educators to revisit expectations for students with disabilities.
