This issue highlights the news of NCEO’s continued funding. Also announced is NCEO’s new website. It is easier to navigate and very user-friendly. Featured is NCEO’s new accommodations toolkit which provides easy to use research summaries and policy analyses for select accommodations. This issue also summarizes a report on the 95% state assessment participation requirement, and provides an overview of a brief that contains frequently asked questions (FAQs) on testing children with disabilities during the 2021-22 school year.

In this issue, new NCEO activities and products are highlighted. NCEO is excited to be collaborating with the University of Texas in the new National Deaf Center on Postsecondary Outcomes (see New Deaf Center Grant). Other NCEO collaborations are reflected in its work with ACHIEVE on diplomas for students with disabilities, and in its work on the state defined alternate diploma with the National Technical Assistance Center on Transition (NTACT). A new report by NCEO provides baseline information on how states are addressing the exit of English learners (ELs) with disabilities from EL services (see How States Make Exit Decisions...). Finally, in this issue we provide some updates on NCEO's DIAMOND project activities.

This issue is packed with events and activities in which NCEO is involved this spring. One big event was the launching of the NCEO Facebook page. Please visit and like NCEO! Some new reports and tools are also highlighted in this issue, including a Lessons Learned document, an updated Principles for Inclusive Assessment report, and a new Data Analytics tool on the demographics of ELs and ELs with disabilities. With June the month for the National Conference on Student Assessment (NCSA) in Philadelphia, the center is also highlight the pre-conference forum NCEO is holding with the Assessing Special Education Students SCASS and the EL SCASS - Common Language for States and Assessment Vendors. It focuses on the need for developing a common language around accessibility and accommodations for all students. NCEO hopes you will join in this important discussion. Finally, the center describe the NCSA sessions in which NCEO is involved.

NCEO’s June 2024 newsletter features several NCEO resources that address accommodations. Articles highlight several resources on student and teacher perspectives about accommodations, what the terms “accommodations” and “modifications” mean for both instruction and assessment for students with disabilities, and information about NCEO’s updated Accommodations Toolkit. This issue also includes information about a video series NCEO published several years ago that shares the story of how accommodation decisions were made and implemented for a student. The issue finishes with all the sessions in which NCEO is participating during the National Conference on Student Assessment (NCSA) and an article on the forum on Unlocking Potential: Harnessing Artificial Intelligence for Inclusive Learning that follows NCSA.

NCEO’s February 2025 newsletter focuses on providing essential resources to support decision making around assessment participation. We highlight briefs on determining appropriate assessment paths for students along with tools to help teams select and implement accessibility features that best meet individual student needs. Articles also highlight some of NCEO’s newest resources on assessment participation and accessibility features decisions and a few of NCEO’s favorite resources on accessibility features. There is also an article on NCEO's presence at several major spring conferences.

In this issue, we share several new reports available from NCEO. One is a report on a forum held prior to the National Conference on Students Assessment to discuss text readers and their availability to all students on many assessments. Another report now available on the NCEO website presents the results of the 2016 survey of states. Another report is a brief on making decisions about exiting English learner (EL) services for ELs with disabilities. NCEO also announces a new center on inclusive policies and procedures in this issue. Finally, in this issue we look forward to two future activities. At the end of October, NCEO will attend the annual conference of the National Association of State Directors of Special Education to lead two discussion sessions known as YOU PICKS on the 1% cap and the alternate diploma. And, in November, NCEO will share information on using formative and interim assessments to improve student learning at the annual conference of the Teachers of Education Division of CEC.

An issue highlighting the findings from NCEO's Improving the Validity of Assessment Results for English Language Learners with Disabilities (IVARED) project that led focus groups with 232 school and district practitioners to better understand issues and challenges educators face in making appropriate decisions for English language learners (ELLs). It also announces the launching of IVARED's learning modules on ELLs with disabilities. Another launch is NCEO's first YouTube channel with videos from NCEO's Online Training to Improve Accommodations Decision Making. This issue also contains a list of sessions delivered, moderated, or chaired by NCEO staff at the NCME, AERA, or CEC conferences in Philadelphia in April 2014.

The June issue of NCEO's e-newsletter highlights recent webinars, products, and upcoming activities. NCEO held a couple webinar conferences recently. One focused on the 1% cap on participation in the alternate assessment. The other, which was jointly hosted with the National Technical Assistance Center on Transition (NTACT), focused on the state-defined alternate diploma. Also highlighted are a new NCEO Data Analytics, an interactive report that provides multiple ways of examining participation and performance data for students with disabilities, and a resource, Formative Assessment for Students with Disabilities. Finally, you will find an article on the forum that will precede the National Conference on Student Assessment (NCSA), titled Text Readers for Everyone on All Tests - Getting a Handle on What This Means. It includes information on how to register for this event. Also, we provide a summary of all the sessions in which NCEO is participating during NCSA.

2018 greetings from NCEO. In this issue, a new webpage on the NCEO website is highlighted, as well as a new report on states' alternate assessment based on alternate achievement standards (AA-AAS) participation guidelines and definitions of students with the most significant cognitive disabilities. Also in this issue is an update on the activities of the DIAMOND project, which is developing professional development materials, including online modules, on accessibility and accommodations. Finally, in this issue, we provide information on sessions at the annual conferences of the Council for Exceptional Children (CEC) and the American Educational Research Association (AERA) and National Council on Measurement in Education (NCME).

NCEO’s October 2024 newsletter features several new NCEO publications. The first article is about several reports published by a project affiliated with NCEO that share findings of research studies about students who shifted from the alternate assessment to the general assessment. The next article is about how states address the federal requirement that 95% of students participate in state assessments used for accountability. This is followed by an article on the unintended consequences of improved accessibility on state tests, and an article about the accommodations research literature.

This document is the fourth in a series of Principles documents produced by the National Center on Educational Outcomes (NCEO). NCEO revisited and revised its 2008 Principles for inclusive assessment systems to respond to the many changes in the current educational assessment context. The revised Principles reflect a broader perspective that acknowledges that the Principles should apply not only for students with disabilities but also for English learners (ELs) and ELs with disabilities, as well as to all types of assessments in assessment systems. Similar to previous documents, it is designed to identify the principles and characteristics of inclusive assessment systems.

This issue highlights several new NCEO activities and products. The first is a toolkit for new state special education directors that is designed to be easy to use and help new directors (and their staff) become experts on how to include students with disabilities in assessments. Next is NCEO’s presence on TikTok. There is also recently published proceedings of the forum on assistive technology interoperability with online assessment platforms and other technology and services. Additionally, there is an article about a recent scan of the national landscape of formative assessment definitions and how students with disabilities are included in them, as well as articles about NCEO presentations at the recent National Association of State Directors of Special Education (NASDSE) conference and at the upcoming Conference on Test Security (COTS).
