Paper includes rationale for overriding test publishers recommendations regarding the difficulty, length and content appropriate for a particular grade of students. Discusses floor and ceiling effects and offers guidelines for helping to determine when the administration of a particular level of a test is 'unsuitable' for a particular population, where out-of-level testing would have been more appropriate.
