NCEO Reports: 2018-19 Participation Guidelines and Definitions for Alternate Assessments based on Alternate Academic Achievement Standards (#415)The purpose of this report is to provide an update on state participation criteria and guidelines for alternate assessments based on alternate academic achievement standards (AA-AAAS). In this report, we analyze criteria for participation, factors identified by states not to use as the basis for decisions, formats of resources provided, and the existence of explicit definitions of students with “significant cognitive disabilities.” Also included are analyses of information covered in state documents about AA-AAAS participation: the type of information provided to parents, the extent to which English learners are addressed, and the inclusion of information about exemptions.

NCEO Synthesis Reports: States' Participation Guidelines for Alternate Assessments Based on Modified Academic Achievement Standards (AA-MAS) in 2009 (#75)A report updating information in previous National Center on Educational Outcomes (NCEO) reports that, since 2007, have annually compiled, analyzed, and summarized states' participation guidelines for the Alternate Assessments based on Modified Achievement Standards (AA-MAS). As of October 2009, 14 states had publicly-available participation guidelines for an assessment they considered to be an AA-MAS. Results from this study suggest that states are continuing to develop or update their participation guidelines.

NCEO Synthesis Reports: 2007 State Policies on Assessment Participation and Accommodations for Students with Disabilities (#69)A 2008 report updating the National Center on Educational Outcomes' (NCEO) report from 2006 that tracked and analyzed state policies on assessment participation and accommodations since 1992. The purpose of the current analysis is to update information on these policies that was last reported by NCEO in 2006 (based on 2005 data). In this analysis, policies from all 50 states, plus 8 of the unique states, were reviewed. The current analysis of states' 2007 participation and accommodation policies found that state policies on participation and accommodation continue to evolve, and that they have become more detailed and specific than in previous years.

This resource is designed to provide guidance to school leaders about understanding the consequences of assessment participation decisions for students with disabilities. Developed in collaboration with CCSSO, the Assessment, Standards, and Education for Students with Disabilities (ASES) and School Leadership Development and Supports (SLDS) state collaboratives made important contributions to this document. This resource highlights what school leaders can do to ensure IEP teams understand the short-term and long-term consequences of participation decisions for students with disabilities and ensure appropriate assessment participation decisions are made and implemented. It also gives talking points for school leaders to use when addressing key stakeholders on the topic.

This 1996 report provides specific recommendations for both policymakers and local practitioners and administrators to assist in improving our ability to accurately report the participation of students with disabilities in statewide assessment programs.

Guidance for Examining District Alternate Assessment Participation RatesThis Brief addresses important questions that arise for states as they implement federal alternate assessments aligned to alternate achievement standards (AA-AAS) participation requirements. Federal policy limits the number of students that a state may assess with an AA-AAS to no more than 1% of all students in the grades assessed in a state. The AA-AAS is intended only for students with the most significant cognitive disabilities. Given that many states report more than 1% of their student population taking an AA-AAS, there is a need to identify effective and technically defensible practices for monitoring participation rates for alternate assessments.
