Published: July 1999 - 1% Toolkit: Developing an Assessment Participation Action Plan: A Tool for District Leaders (NCEO Tool #14)
The purpose of this resource is to provide a tool for districts that wish to improve student assessment participation. The tool provides guidance on how district leaders can develop an assessment participation action plan and describes a series of steps that support the development of the action plan. States may customize the tool as needed to meet their needs. This resource was developed through a collaborative process with the 49 states participating in NCEO’s 1% Cap Community of Practice (CoP) during its bi-weekly webinar calls in 2021 and 2022.

This issue highlights a disproportionality calculator tool that can be used to examine disproportionality with respect to student subgroup participation in the alternate assessment; a brief on including students with disabilities in K-2 assessments; a brief on involving students with disabilities in selecting accessibility features and accommodations; and a policy analysis of how states’ policies address the qualifications and training requirements for test administrators, proctors, and accommodations providers. This issue also contains an updated list of accommodations included in the NCEO Accommodations Toolkit. And we provide information on upcoming conferences NCEO staff will present at.

Most states and districts provide training that aims to help individualized education program (IEP) teams make appropriate decisions about student participation in the alternate assessment. Some states include student profile examples in trainings on their alternate assessment participation criteria. Aspects of student profiles are often highlighted to indicate whether students meet or do not meet the state’s criteria. This resource includes examples provided by states participating in NCEO’s 1% Community of Practice (CoP). The profiles may be customized to align with state participation criteria and disability categories.

This resource was developed by NCEO to identify and describe reasons why students with disabilities should take state tests. The purpose of the tool is to provide a concise resource that administrators, teachers, and other educators can use when communicating with parents and families about why it is so important that their children with disabilities participate in state assessments. It also provides strategies to reduce student test anxiety.

This newsletter highlights several NCEO resources that can be used to learn more about what the research says about the effectiveness of various accommodations. The newsletter also highlights several new publications, including a report on states’ alternate assessment based on alternate academic achievement standards (AA-AAAS) participation guidelines and definitions of students with the most significant cognitive disabilities. A brief on considerations for states providing materials in braille is also highlighted, as well as a parent-educator toolkit developed by an affiliated project, the Improving Instruction for English Learners Through Improved Accessibility Decisions project. Finally, in this issue, we provide information on NCEO presentations and posters at the annual conference of the Council for Exceptional Children (CEC).

An issue highlighting findings from a recent National Center on Educational Outcomes (NCEO) report on graduation requirements for students with significant cognitive disabilities who participate in the alternate assessment based on alternate achievement standards (AA-AAS). A 2008 report reviewing the previous 15 years of alternate assessment development, from the early 1990s through the mid-2000s, as reported by state directors of special education on the Institute's National Center on Educational Outcomes (NCEO) state surveys, and augmented by other research and policy reports published by NCEO and related organizations during that timeframe. This is a resource for state and federal policymakers and staff, researchers, test companies, and the public and it helps explain the evolution of alternate assessment for students with significant cognitive disabilities.
